The Ocean Tanker Wharf (OTW) is a planned 1,300-meter rubble mound breakwater system designed to create a sheltered marine basin for offshore berthing, bunkering, marine logistics, and petroleum export operations.

Extension to full 1,300-meter structure.
West Africa currently lacks a dedicated offshore bunkering and marine services hub capable of efficiently supporting regional maritime operations.
Reliable and cost-effective offshore fuel supply for vessels in the Gulf of Guinea.
Collection, treatment, and management of waste oils and marine slops from offshore vessels.
Handling and export of petroleum cargoes with scalable operational capacity.
